Thailand cannabis legalized for cultivation and trade

The government of Thailand has officially legalized cannabis cultivation and trade, along with removing cannabis from from its banned narcotics list.

However recreational use is still banned. Advocates say that the legalization acts more or less as decriminalization, so penalties should be less harsh, and less common.

Thailand is the first country in South-East Asia to legalize cannabis, going so far as to even give away one million cannabis seeds to citizens to encourage more people to start growing the plant.

“It is an opportunity for people and the state to earn income from marijuana and hemp,” said Anutin Charnvirakul, deputy prime minister and health minister.

Charnvirakul even said that restaurants could serve dishes with cannabis included as long as the THC (Tetrahydrocannabinol) content is less than .2% so consumers don’t get high. Starting today, households will be permitted to grow up to six plants if they register with authorities, and companies will be permitted to farm cannabis commercially with licensing.

Additionally, medical clinics across Thailand can more freely prescribe cannabis as a treatment. The country was also first in the region to legalize medical cannabis in 2018.

However despite the language of the law and the excitement around it, the “legalization” of cannabis in Thailand is more or less just the legalization of hemp. While hemp and cannabis are identical in structure and appearance, hemp is bred to contain less than .3% THC.

Since personal consumption recreationally is still banned, and public consumption can result in a fine or arrest, the only cannabis anybody is allowed to sell for profit will be hemp. But the country is still using the language of the new law to release some 4,000 prisoners whom were arrested on cannabis charges, including the psychoactive kind.

It appears that the current goal of the country is to take advantage of their new position and capture the untapped CBD market in Asia. CBD (Cannabidiol) is considered to be a non-psychoactive compound in cannabis, otherwise known as a cannabinoid.

Thailand plans to legalize cannabis in 2022

Thailand Ministry of Health to legalize cannabis

The Ministry of Public Health of Thailand stated that it will push for the legalization of cannabis in 2022.

As reported by the Bangkok Post, the country had already removed cannabis stems and branches from its list of category 5 narcotic substances but kept flowers and buds.

However, the new Narcotics Code, which came into force last Thursday, no longer includes cannabis and hemp.

According to the Thai newspaper, Health Minister Anutin Charnvirakul outlined the next goals in the regulation of the plant: “What we have achieved so far is to declare that cannabis stems, roots, and leaves are not drugs. Starting next year, we will remove everything – stems, roots, leaves, buds, flowers, and seeds – from the list of narcotic drugs.”

Cannabis And Hemp In Thailand

The only exception to the new rule is that CBD extracts with a THC percentage higher than 0.2% will not be allowed. Charnvirakul justified this by saying that “the figure has not been set unilaterally by Thailand. It is the standard of the World Health Organization.”

In the meantime, once the new narcotics schedule comes into effect, all cannabis-derived products (such as oil, soap, cosmetics, and supplements, which normally have less than 0.2% THC) will be authorized in the country.

The objective behind the relaxation of cannabis regulations is to stimulate the economy, agricultural tourism, and encourage people to grow and process cannabis to supplement their income.

Thus, residents of the country who wish to grow cannabis at home will be able to do so without quantity restrictions. The only requirement is to obtain permission from local authorities before doing so.

Thailand cannabis could become a major economy booster

BURIRAM, Thailand (Reuters) – Thais flocked to a cannabis exhibition as interest and demand in the plant surges after the government unlocked hemp use in food and cosmetics in the latest move to promote a new cash crop.

The government held a convention in Buriram province in northeastern Thailand over the weekend to educate the public on cannabis use and promote businesses. People were able to taste hemp-based noodles, ice-cream and drinks.

Hemp plants are a variety of cannabis that have higher concentrations of CBD, the non-psychoactive ingredient in marijuana, and lower levels of tetrahydrocannabinol (THC).

“Ganja (marijuana) is the rising star to bring our good quality of lives and money back in our purses as good (economy) as before and even better,” said Withid Sarideechaikoo, director of Buriram public health and organiser of the Cannabis 360° event, referring to the plant’s local name.

“It will bring good quality of lives to us and to the country.”

Thailand has been pushing cannabis as a cash crop and state drug maker the Government Pharmaceutical Organization has said it would buy a kilogram of cannabis with 12% CBD, the non-psychoactive ingredient, for 45,000 baht ($1,500).

A group of seven individuals could form a village enterprise and seek government permission to grow hemp.

Thailand, which has a tradition of using cannabis to relieve pain and fatigue, legalised marijuana for medical use and research in 2017 to boost agricultural income.

“It is in Thais’ mindset that delicious noodle soup with beef should added with ganja,” said noodle shop owner Sitthichan Wutthiphonkun.

“This thing (cannabis) will not only boost our restaurant business, but it will drive the whole economy. People will want to try it from food to cosmetics.”
